The Washington Post reports that fewer than 10% of mortgages are being modified that are eligible under Obama’s plan. Bank of America has modified a paltry 3%. Having dealt with many homeowners in foreclosure, the anecdotal evidence is in line with this.   Banks talk a good game, but few are modifying loans.
